Tips for a clean result

For a passport-style photo, use the exact width and height the portal specifies. JPG is almost always the right format and gives the smallest file.
If your image looks blurry after shrinking, the size limit may be very tight for the dimensions — try slightly larger dimensions, or accept the closest fit shown.
A signature scanned or photographed on white paper compresses to a very small file. PNG keeps crisp edges but is larger; JPG is smaller and usually fine.
